SYDNEY, Aug 1 AAP - The cost of collecting rubbish will increase because of the carbon
tax, the federal opposition says.

Acting Opposition Leader Julie Bishop and treasury spokesman Joe Hockey on Monday added
waste disposal to the long list of goods and services they claim will shoot up under the
carbon pricing scheme.

"Electricity costs will go up and that will impact across the board, water supply,
sewerage and even rubbish collection," Ms Bishop told reporters in Sydney.

"There's confirmation today that landfills and waste dumps will be covered by the carbon tax.

"So even the cost of collecting rubbish will be increased by this carbon tax."

Mr Hockey said it was yet another hidden cost that taxpayers would have to pay.

"The carbon tax will hit landfill and waste disposal just as it will hit councils with
their electricity and gas costs," he said.

"The fundamental problem here is that the government isn't providing any compensation.

"When they say that, for business, the 500 largest emitters, the cost will be greater,
they completely omit the hundreds of councils around Australia that are going to have
increased costs."

Those increased costs would be passed onto every ratepayer, Mr Hockey added.

DALBY, Qld, April 5 AAP - Flood-affected Queenslanders have been asked to be patient
by the man overseeing the disaster recovery, as Prime Minister Julia Gillard meets flood
victims on the Darling Downs.

Ms Gillard spoke with flood victims in Dalby, Kogan and Toowoomba on Tuesday as she
toured the region promoting the government's plans for a carbon tax.

"For many people in Queensland, this is going to be a long journey back," Ms Gillard said.

"People who are grieving are going to feel that for the rest of their lives.

"People whose houses were flooded, whose farms were flooded are still rebuilding.

"It's a long journey back and we understand we've got to be supporting people through
that journey."

In Toowoomba, Ms Gillard met flood victims including Blake Rice, the boy who was saved
when his brother Jordan insisted a rescuer take Blake first.

Jordan, 13, died along with his mother Donna Rice, 43, when their car was swept away
on January 10 during flash flooding in the city.

Ms Gillard signed the boy's sling and spent considerable time talking to Blake's father,
John Tyson, and others.

Senator Joe Ludwig, tasked with overseeing the flood and cyclone recovery efforts for
the federal government, asked for patience.

"It won't be done overnight," he said.

"I ask for patience in this.

"We do need to get it right," Senator Ludwig said.

Treasurer WAYNE SWAN has dismissed criticism of the federal government's banking reforms
that he says is coming from vested interests.

He says one of them is Aussie Home Loans founder JOHN SYMOND .. who had a go at Labor's
plans at the Senate inquiry into competition in the banking sector yesterday.

Mr SWAN's told Adelaide radio station 5AA that Mr SYMOND had asked for 30 billion dollars
worth of public support for smaller lenders .. yet he's substantially owned by the country's
biggest bank .. the Commonwealth Bank.

The radio studio was swept for bombs before the treasurer arrived.

Former Labor leader-turned-journalist MARK LATHAM has confronted Prime Minister JULIA
GILLARD on the campaign trail .. after stalking her for much of the day.

The clash occurred as Ms GILLARD was doing the rounds and meeting patrons at Brisbane's
Ekka show.

Mr LATHAM is producing a segment for the Nine Network's 60 Minutes program .. and walked
up and asked her why Labor has complained to the network about his presence.

But a smiling Ms GILLARD responded that she didn't know anything about it and wished
him well with his journalistic endeavours.

The Nine Network has not responded to calls asking to confirm that a complaint has been made.

Mr LATHAM'S appearance with the press pack has caused a stir .. with curious journalists
peppering him with questions during an impromptu media conference on Saturday.

The former Labor leader was reluctant to ask questions .. telling them they would have
to wait to see his story when it goes to air.

NSW: Voters support reintroduction of ETS legislation

A Herald/Nielsen poll shows most Australian voters support the reintroduction of the
federal government's emissions trading scheme legislation in three months.

The poll found 55 per cent thought the government should reintroduce the bill in three
months .. while 29 per cent backed the Coalition's call to wait until early next year.

Reintroducing the legislation could trigger an early, double dissolution election.

The poll also shows former treasurer PETER COSTELLO remains the most preferred Liberal
leader .. despite him leaving politics.

And support for Opposition Leader MALCOLM TURNBULL and the coalition has failed to
recover .. following the hit it took during the OzCar affair in June.

The poll .. which was taken from Thursday evening to Saturday night .. found Mr TURNBULL
is now more unpopular than BRENDAN NELSON was at this time last year .. a month before
he was dumped.

On a two-party preferred basis Labor leads the coalition by 56 per cent to 44 per cent
.. while on the primary vote .. Labor leads by 46 per cent to 38 per cent.

Prime Minister KEVIN RUDD'S popularity remains high .. with his approval rating at
68 per cent and his disapproval rating at 27 per cent.

He leads Mr TURNBULL as preferred prime minister by 67 per cent to 24 per cent.

CANBERRA, April 6 AAP - Wheat marketer AWB has added 84 grain wagons to eastern Australia's
rail network to improve the flow of grain to ports.

The wagons will increase the number of dedicated trains now operating under the specialist
freight operator El Zorro to four.

Each wagon carries up to 68 tonnes of wheat on main lines and with a carriage of up
to 40 wagons, each train can move 2700 tonnes of grain.

The wagons will help drive a new level of supply chain efficiencies to the east coast
and improve the company's ability to move grain to port, AWB's managing director Gordon
Davis said.

"We will link our fast and efficient country storage sites to well-planned and managed
rail services to meet the demands of our export and domestic customers."

Planning for the purchase had been made last year in light of the "looming shortage"

of grain rail capacity, Mr Davis said.

The wagons are standard gauge, but can be converted to broad gauge to be used in Victoria
if needed.

El Zorro will operate the trains from AWB and other company facilities where tonnage
is available and efficient loading and turnaround can be made possible.

Fed: RBA slashes cash rate to 4.25 per cent

CANBERRA, Dec 2 AAP - The Reserve Bank of Australia has slashed the official cash rate
by 100 basis points to a seven-year low of 4.25 per cent following Tuesday's monthly board
meeting.

The fourth rate cut in as many months means that homeowners will save around $193 a
month in repayments on an average mortgage of $300,000, should the retail banks pass on
the reduction in full.

Economists had generally tipped a 75 basis point reduction by the central bank.

The Reserve Bank has lowered the cash rate by a savage 300 basis points since September
as it tries to prevent the economy from being sucked into a global recession.

WA: Finance broker charged with fraud over internet transactions

PERTH, April 29 AAP - A Perth finance broker has been charged with fraud for allegedly
transferring more than $23,000 from his employer's bank account into his personal account,
police say.

Police allege the man used internet banking facilities between December 2 last year
and April 11 this year to transfer the money in more than 70 illegal transactions.

"The employee had access to the finance company's bank account number and password
and the alleged transfers were discovered following an audit of the accounts receivable
and payable," police spokesman Ian Hasleby said.

The 23-year-old Karrinyup man was charged yesterday with 72 charges of gaining benefits
by fraud and was remanded in custody to appear in the Perth Magistrates court today.

WA: Thirteen-year-old boy killed in collision at Kalbarri

The national holiday road toll continues to climb .. with the death of a 13 year old
boy north of Perth .. taking it to 16.

The boy has died after the car he was a passenger in collided with a four-wheel drive
in the Kalbarri National Park .. just after three o'clock (WDT) yesterday afternoon.

He was taken to Kalbarri Health Centre where he died before being airlifted to Geraldton.

His death is the fourth in Western Australia since the beginning of the holiday period
last Friday.



Today .. a 16 year old girl has been killed while lying on a road in the Northern Territory.

While in Victoria .. a man has died after he was hit by three cars on the Monash Freeway.

Premier PETER BEATTIE says visitors to Queensland's new Gallery of Modern Art will
find themselves gobsmacked.

Mr BEATTIE has officially opened the gallery .. which forms part of a 291 million dollar
redevelopment of Brisbane's South Bank cultural precinct.

The premier's described it as one of the best galleries in the world.

It opens to the public tomorrow.

It'll be home to more than 11-hundred contemporary art works .. making it the largest
gallery of modern art in Australia.

The opening exhibition will be the fifth Asia-Pacific Triennial of Contemporary Art.

Admission to the gallery tomorrow will be free .. with contemporary music .. poetry
.. live theatre and dance.

The festivities will run over the weekend and include a concert on Sunday in the city
gardens featuring hip-hop artist Scribe.

Queensland Treasurer TERRY MACKENROTH has suggested calls from his federal counterpart
PETER COSTELLO for state tax cuts is pure hypocrisy.

Mr MACKENROTH says the Queensland government has already one of the lowest taxing frameworks
in the country, with further cuts announced at this year's Budget set to save taxpayers
about $300 million.

Mr COSTELLO has said the states now had no excuses to complain they could not fund
proper services when the GST was delivering a multi-billion dollar windfall.

Instead he says states should start looking to abolish such taxes as stamp duty on
conveyancing and mortgages.

But Mr MACKENROTH says the windfall is not all it has been cracked up to be.

He says Queensland will be $300 million worse off in GST funding over the next four
years then it had been promised prior to the federal election.

Buddhist Cosmology The so-called three-world system is a prominent one in Buddhist thought. The ancient Theravāda Buddhist (see Theravāda Buddhism) tradition saw a flat world with Heaven above and Hell below. "This paper presents both simulation and experimental study to detect and locate breast tumors along with their classification as malignant and/or benign in three dimensional (3D) breast model. The contrast between the dielectric properties of these two tumor types is the main key," researchers in Kuantan, Malaysia report.

"These dielectric properties are mainly controlled by the water and blood content of tumors. For simulation, electromagnetic simulator software is used. The experiment is conducted using commercial Ultrawide-Band (UWB) transceivers, Neural Network (NN) based Pattern Recognition (PR) software for imaging and homogenous breast phantom. The 3D homogeneous breast phantom and tumors are fabricated using pure petroleum jelly and a mixture of wheat flour and water respectively. The simulation and experimental setups are performed by transmitting the UWB signals from one side of the breast model and receiving from opposite side diagonally. Using discrete cosine transform (DCT) of received signals, we have trained and tested the developed experimental Neural Network model. In 3D breast model, the achieved detection accuracy of tumor existence is around 100%, while the locating accuracy in terms of (x, y, z) position of a tumor within the breast reached approximately 89.2% and 86.6% in simulation and experimental works respectively. For classification, the permittivity and conductivity detection accuracy are 98.0% and 99.1% in simulation, and 98.6% and 99.5% in experimental works respectively," wrote S.A. Alshehri and colleagues.

The researchers concluded: "Tumor detection and type specification 3D may lead to successful clinical implementation followed by saving of precious human lives in the near future."

"This paper attempts to reveal the heterogeneity of Internet users in rural areas. Who is really using the Internet? Is it the farmer or other members of the rural family? Can rural areas be seen as a homogenous space or do different types of Internet users exist? Research is based on both the descriptive statistics and multivariate analysis techniques on a sample of 920 individuals in three administrative regions of rural Greece," investigators in Thessaloniki, Greece report.

"Basic findings suggest that less than one out of three rural residents go online. A set of perceived potentials and pitfalls of Internet use are analyzed. Social networking and e-mail are the principal uses of the Internet, classifying users into three distinct types. For ''basic users'', Internet access is influenced by income and gender while the ''socially interactive users'' are influenced by the existence of a young member in the family. For ''farm oriented users'', Internet access is influenced by the digital divide between rural and urban location and by farmers' competency," wrote A. Michailidis and colleagues, Aristotle University.

The researchers concluded: "The typology of users along with their perceptions regarding Internet use can provide useful policy insights on the ways that Internet access can contribute to diffusion of innovation and rural development."

Americans seem to have a hard time stepping away from the workday grind, but we shouldn't underestimate the restorative powers of enjoying our privacy, especially when surrounded by natural beauty.

A secluded home at 55 Fivaz Pond Drive in Volney, on the market for $439,900, offers generous helpings of both privacy and nature.

The owners of the 4,500-square-foot Victorian-style transitional, John and Judy Bertrand, value their privacy. The 1,900-foot-long, paved private road that winds through the woods to their 10-acre property is the first clue. They also make their feelings clear with a prominent sign that states: "Private. Keep Out. Bertrand."

"This is not a typical drive-by property," John said. Prospective buyers may only view the property after making an appointment with his real estate agent. He does not want uninvited visitors to disturb the other resident on the private road, the owner of the surrounding 120 acres, he said.

"I have deeded right of way out to the road, but it's not a public street," John said.

After living in Cicero for 45 years, surrounded by neighbors, John and Judy investigated moving to the Adirondacks almost six years ago. While searching for properties on the Internet, the couple found this home, which offered Adirondack-like living for a reasonable price, and they grabbed it.

Four-acre, spring-fed Fivaz Pond is roughly 15 feet deep at the back corner, and has been stocked with blue gill and large mouth bass. John describes seeing the painted turtles leave the pond to lay their eggs in the spring; watching and listening to colorful birds in the summer; enjoying the ducks and geese who rest up on their southward journeys in the fall; and observing the white tail deer and wild turkeys strolling by in the winter.

The Bertrands luxuriate in the property's seclusion and natural beauty, but unlike the Adirondacks, they are within a few minutes' drive of malls and supermarkets. The home is just five minutes from the Oswego County airport, making it an ideal getaway for a buyer from a metropolitan area with the means to fly back and forth, John said.

Behind the home, a blue stone patio with a fieldstone fireplace and a tiny pond, its waterfalls splashing down six elevations toward Fivaz Pond, is a haven for the harried and hardworking. A wrap-around wooden deck widens at the corner to accommodate a portable gazebo with detachable screens.

The gourmet kitchen and great room/dining room have space and architectural features galore. The kitchen has a long oak island with built-in bookshelves, wine cooler and draft-beer system. The appliances, which stay with the house, include a built-in, side-by-side stainless steel refrigerator, a four-burner gas stove with a grill and a griddle, a combination convection and conventional oven, a proofing oven and a warming drawer. The lower cabinets have solid surface white counters with an undermount, extra-deep double stainless steel sink. Some of the upper cabinets have glass fronts. The kitchen has a 5- by 8-foot pantry.

The dining area easily accommodates a 9-foot table that seats 12. A double French door provides access to the deck and patio, and large, paned windows topped with paned transoms provide natural light and views. Nestled in an arched alcove on one side of the room is a cast-iron gas stove that looks like a free-standing wood stove.

The first floor has two half baths - one in the ceramic-tiled mudroom, and the other adjacent to the kitchen.

The home's centerpiece is the two-story, light-filled foyer, with its leaded glass front door and side lights and oak staircase. A crystal chandelier overhead and three coordinating sconces add sparkle. The space is an ideal location for the couple's 12-foot Christmas tree, John said.

One of the rooms off the foyer, on the other side of French doors, is the couple's home office. The office has built-in oak bookcases and plenty of space for desks, credenzas and file cabinets.

Also off the foyer, in the turret, is the sunken formal parlor, which has five sets of double oak-paned windows and transoms.

A step up from the parlor, through a wide oak-trimmed doorway, is the family room, where sliding doors provide access to the wrap-around deck and windows overlook the pond. Wall-to-wall carpeting and a wood-burning fireplace create a comfortable place in which to relax and enjoy the built-in surround sound. The home also has a central audio system and 10 sets of speakers as well as volume controls both inside and outdoors.

A short staircase connects the family room to the foyer's main staircase, which leads to three bedrooms and two full baths on the second floor and two bedrooms and one full bath on the third.

Most college students wouldn't need a digital app to tell them what's in their refrigerators, since the answer is usually "not much."

But a group of graduate students from the University of California, San Diego's Jacobs School of Engineering knew the idea had some merit - and fortunately for them, Yahoo! felt the same way.

Their "What's in My Fridge?" website design for iPhone won the technology company's Hack U Hack Day competition at UC San Diego (and the 'hack' here means 'hacking something together,' not 'hacking into' something). It was the culmination of a week of "learning, hacking and fun" led by Yahoo! experts. The event is held every year at a select group of college campuses around the world.

"The level of enthusiasm, creativity, and sophistication across each of the hacks this year is what keeps us coming back to UC San Diego," said Jamie Lockwood, Academic Relations Manager for Research and Engineering at Yahoo!

Hackers David Vanoni, Lynn Nguyen, Andrew Huynh and Leilani Gilpin beat out 30 other teams from UCSD and each took home an iPad for their efforts (for a full list of winners, see sidebar at right). They now have the chance to compete with the top contenders from each university at a nationwide "Hack-a-thon" championship this September in New York City. This year's competing universities will include Georgia Tech, the University of Washington, the University of Texas at Austin, IIT Kharagpur in West Bengal, India, and Universitat Politecnica de Catalunya in Barcelona, Spain.

"Say you're at the grocery store and you need to remember what you need to buy," explained Vanoni about the team's winning hack. "It would be nice to have a way to know what's in your fridge at all times."

For their entry, the team tricked out a mini-fridge with a suite of pressure sensors and an Arduino microcontroller, which was wirelessly connected to a server. When the sensors detected that something was in the fridge, a question mark appeared on an associated website, which was optimized for use on mobile phones. It's up to the user at that point to replace the question mark with a description of the item, such as "gallon of milk" or "5 lb bag of apples."

Vanoni said ideally the system would involve barcodes or another method to automatically track the food items, and it would also detect when something was removed from the refrigerator. The team attempted to use the sensors to track items in the fridge based on their weight, but "they were too finicky," noted Vanoni. And with only 24 hours of competition time to perform the hack, they had to keep things simple (as well as sacrifice a night of sleep).

"One cool thing about the app," he added, "is that it has a social networking component called Fridge Connect that lets you 'connect' to your friends' fridges. It doesn't reveal the actual contents of your fridge, for privacy reasons, but it will suggest recipes based on the contents of your combined fridges."

Vanoni, Huynh and Nguyen are all affiliated with the UC San Diego division of the California Institute for Telecommunications and Information Technology (Calit2), and the app was developed at Calit2's headquarters in Atkinson Hall. Vanoni and Huynh are both trainees in the Integrative Graduate Education and Research Traineeship (IGERT) and are fully supported by the National Science Foundation to work on cultural heritage diagnostics research in Calit2's Center of Interdisciplinary Science for Art, Architecture and Archaeology (CISA3). Nguyen works for Research Scientist Jurgen Schulze in Calit2's Immersive Visualization Lab.

Huynh and Vanoni have become the team to beat at the UCSD Hack U event - they've walked away with the top prize at two of the past three competitions. Their hack last year, which they developed with Computer Science student Matt Peterson, was a mobile app called "Rock My World", which locates nearby concerts and music events based on a user's music preferences. Huynh is currently working on version 2.0, which will mine the user's iTunes library to make music recommendations.

Meanwhile, the team's prototype fridge is still sitting in the apartment Huynh and Vanoni share, ready for the next round of tweaks. It's not plugged in so there's nothing in it, said Vanoni, but if he ever does decide to stick a sandwich inside, it's hands-off for Huynh.

"Can 'What's in My Fridge' tell me if my roommate stole my sandwich? Yes, yes it can."

Firm wound up for land bank scams.(Business)

An unscrupulous land banking firm which sold greenbelt land in Telford it didn't actually own has been ordered into liquidation in the High Court.

Queensgate Consultants, based in London, led investors to believe plots at Wrockwardine Wood in the town had serious development potential - but an investigation by The Insolvency Service found this claim was not supported by any credible evidence.

Another firm UK Investment Consultancy was also wound up, and between them the two firms raised around pounds 1 million from the public.

The Insolvency Service said both companies are linked to land banking companies previously wound up on grounds of public interest.

Company investigations supervisor Chris Mayhew warned that people should be aware of scams that seem "too good to be true".

"Companies that employ such tactics should know that The Insolvency Service can and will investigate and, where appropriate, take action to put them out of business.

"Potential investors should be mindful of the old adage - if it sounds too good to be true, it usually is".

The Insolvency Service advised people interested in investing in land to proceed with caution.

It said to ignore a professional looking brochure and website, and instead search for the company name and "land banking" online to learn more.

People without access to the internet should speak to their local planning office about the land in question and its likely prospects of receiving planning permission.

The petition to wind up the company in the public interest was initially presented in the High Court last November.

The company did not oppose the petition and was ordered into liquidation earlier this year.

FHA Takes Flight: Once called the program of last resort, the government-insured product is now the program of choice for mortgage borrowers and originators.

It is no secret that the Federal Housing Administration loan program has enjoyed a rebirth since the start of the credit crisis. Yet experts are saying the FHA Secure program is not where most of the volume is coming from.

Among those new players to the game is E-Loan, Pleasanton, Calif., whose president Mark Lefanowicz said, Unfortunately, we are seeing an unprecedented number of homeowners being forced to foreclose on their homes because they cannot afford their newly adjusted mortgage interest rates.

For many, the flexible guidelines and competitive rates of these FHA mortgage loans will mean the difference between losing their homes and being able to keep their piece of the American dream fully alive.

Wall Street was hot and heavy but there was no way, I felt, they could price for the risk they were assuming.

So instead of playing in that oversaturated market, he saw an opportunity in a little loan program everybody forgot about called FHA.

Even though it was (and is) a full document program, with lower loan amounts, Lend America thought it was a better program than what was happening in subprime.

The first step was getting a phone number, 1-800-FHA-Fixed, followed by creating a centralized operating model, rather than having net branches or other brick-and-mortar offices.

The company is licensed in 34 states and will soon be in all 50.

The one part missing was how was it going to source business. The traditional way was to buy Internet leads and do telemarketing. But this form of marketing bumped up against the do-not-call list and other consumer regulations.

I wanted to do something totally different. I want to go on TV and do something in the infomercial space,

Mr. Ashley said, adding this form of marketing had not been targeted by other mortgage companies.

He created a 30-minute highly educational show that basically says dont go subprime, dont go with adjustables. Its bad news. Youre going to wake up one day and realize youve made a mistake. Go FHA 30- year fixed. After all, instead of taking a 2/28 at 7.5%, you can take a 6.5% 30- year fixed-rate loan. Its insured by the federal government, its safer.

Mr. Ashley has been preaching that message since February 2006. The original shows are on the companys website.

It wasnt as successful as he wished in the beginning but we found our niche on the different TV stations, figured out how to make it work and its been terrific.

When the whole subprime thing happened, we were sitting here saying, Hey, weve been telling you all along, just call 1-800-FHA-Fixed and get out of your subprime adjustable.

Since the beginning of the shift in model, the companys business has increased 500%. In the first quarter 2007, it did $151.8 million. For the same period in 2008, volume was up to $337 million. Approximately 90% of the companys total volume is FHA, and much of that is the traditional 203(B) program.

Lend America received 40,000 consumer calls in February alone just because of their educational programming.

It has gone as far to trademark the name The Authority on FHA Financing.

Mr. Ashley said, We were here before everybody else was trying to be here. Weve got a lot of experience with it, were good at it, pointing out a lot of recent industry hires have no experience with full document loans.

Approximately every 90 days, Lend America produces a new television show and buys airtime. Programs air not just on broadcast stations in New York, but on the nationwide Ion network as well. It is also on a number of cable networks.

Most of the programs run during the day from 7 a.m. through midafternoon. In the end it comes back to doing the best thing for the clients, Mr. Ashley said. If you do whats best for the clients, youll wind up with referrals down the road, you wind up better off, you wind up in business.

LeadPoint, an online lead exchange based in Los Angeles, is offering originators a lead product whose criteria uses even more conservative LTV standards than FHA demands. Consumers will have to be specific in their answers to questions like have you ever had a late mortgage payment? or have you ever filed for bankruptcy?

LeadPoint chief executive Marc Diana said this is the companys first FHA pecific product it has brought to the market. It does provide a better service to the consumer because by having them provide a little more information, they are able to complete a transaction and refi or get a loan, he said.

Because the consumers are providing the data, LeadPoint feels it is better to keep things a little tighter than what FHA allows for. As a result it gives a better product to the lending community.

Were asking a couple of key extra questions in there that are core to the FHA offering, he said, adding these questions, such as ones above, get to the heart of an FHA product that no other lead provider is doing.

A lot of companies pre-populate questions that consumers answer online in order to direct those consumers towards an FHA product they know lenders want to purchase. That is a disservice to both the lender and the consumer, Mr. Diana said. At the end, because the consumer is not answering honestly or given the proper opportunity to answer honestly, they are not going to be able to get a loan.

As a result the value chain only works for the aggregator. LeadPoint does not like to play those games, he declared. Well sacrifice revenue to make sure that everyone is winning.

LeadPoint has been seeing an increase in demand for FHA leads in the first quarter of this year and it is even escalating, Mr. Diana said. The stimulus package and temporary lifting of the FHA limits have helped this.

On the lenders side, With the changes in the regulations, there is a strong increase in terms of the appetite for the leads. In terms of consumers, there is little change from their end as they are more sensitive to an interest rate change and are not knowledgeable of what the FHA program entails, he said. As for the future of FHA, Mr. Diana said his crystal ball is hazy. There is still some pain in the mortgage industry to work through but subprime will eventually open back up and blunt some of the current demand for FHA.

Another company that has an FHA specific lead product is Data Warehouse, Boca Raton, Fla. It is targeting the borrowers whose loans were considered to be jumbo but because of the higher limits can refinance into an FHA product.

It has identified an incremental segment of homeowners who now are above the old cap but below the new cap, explained Ben Waldshan, founder of Data Warehouse and executive vice president of its parent company Tranzact, Fort Lee, N.J.

These homeowners really havent had many options at least over the last six to nine months as the jumbo market has thinned out quite a bit. With FHA raising its caps, many of these jumbo mortgage holders have options, he said, especially those who are subprime or alt-A who now qualify for FHA.

This new segment is 4.5 million mortgage holders nationwide. Because they have limited options, he continued, they are very receptive to hearing what their choices are.

The loan amounts are higher, so it makes financial sense for the lender to work with them. But Mr. Waldshan notes standards are tightening, too. The company is hearing from its clients that lenders are looking for 580 credit scores, where in the past FHA wasnt that score based.

When the government came out with the higher limits, it didnt exactly mention that it would come at the expense of tighter guidelines. He said these have been applied to the companys database, and that 4.5-million-mortgage holder size is what comes out.

Unlike the LeadPoint product, Data Warehouse does all the data and information mining. Weve multisourced mortgage dates, weve multisourced AVMs so we can help pinpoint loan-to-values on the properties, as well as some demographic and property characteristic data. Then, on top of it all, we bring in credit information to then help further qualify the consumers to build out a targeted data set that then can be mailed to or targeted directly, Mr. Waldshan said.

It goes to the county level (because FHA sets its caps by county) and then it can filter by mortgage amounts by LTV or score range or mortgage payment history to be able to help lenders reach out to the right segment that meets their underwriting criteria so that when they are reaching out and speaking with these consumers who fall within this opportunity segment, they will definitely be qualified for the mortgage, he said.

Until now the FHA customer had looked like the traditional subprime or alt-A customer. The new caps, he said, bring some prime borrowers into this category. Lenders need to remember the FHA process is different than the traditional prime process, but all-inall it is a very good opportunity for a consumer whose on a jumbo variable rate mortgage where they havent had options to convert into a fixed or even a new ARM program to look at FHA as an alternative.

Voice-over-DSL has companies talking savings.

CHICAGO _ Perhaps the best thing about the latest advance in telephone technology is that nobody notices it.

"People here don't realize they're using it, and I didn't tell them," said Steve Loria, controller at a Crystal Lake, Ill., firm that has been using new technology to make phone calls for half a year now. "The calls sound just the same as our other lines.

"I like it so much, I'd like to get it at home."

Loria's firm _ Big Beam Emergency Systems Inc., which makes emergency lighting equipment _ is among several dozen in the Chicago area that since last year have been testing new technology that carries voice and high-speed data on the same copper lines. Most find that it works flawlessly and is cheaper than the traditional phone service people have used for decades.

The key to the new technology _ broadly known as packetized voice _ is that it digitizes voice conversations and handles them just like digital computer data, putting them into discrete packets for transmission.

This is in vivid contrast to traditional circuit phone technology that works on the same principle as two tin cans connected by a string. When someone dials a number, the traditional phone network sets up a connection that is dedicated solely to that call until the talkers hang up. This is simple in concept, but it means that most lines are tied up carrying only a small fraction of their capacity.

Packetized technology works more like the postal service, where people toss envelopes into a system that moves them in great bunches all around the country, dropping each envelope off at its intended location.

Chicago's first commercial packetized voice rollout has been launched by Focal Communications Corp., a Chicago-based competitive local phone company that integrates voice with its high-speed data service called DSL, for digital subscriber line.

Voice-over-DSL is intended to make maximum use of the copper wire that runs between a customer's premises and the phone company's central office, said Carl Steen, a Focal data marketing executive.

Focal's service provides an always-on data connection to a customer that also supplies voice connections as needed.

In a customer's office equipped with the service, the copper line carries 1.5 million bits of data per second to feed the computers, Steen said. When one worker picks up his phone to make a call, the system diverts less than 5 percent of that capacity to carry the call, devoting the other 95 percent to the data traffic.

If two people use their phones, about 10 percent of the capacity goes for voice, while the rest carries data, and so on.

Voice-over-DSL technology can deliver up to 16 separate voice phone lines over a single copper connection, Steen said, although most customers prefer to get the product that combines some voice lines with high-speed data. Most customers find that combining their computer and voice service on a single line is cheaper than traditional service.

"We're looking at different pricing plans," Steen said. "We may offer it as a voice service with data thrown in free."

Focal sells its service directly to some larger businesses, but many of its customers are Internet service providers or other resellers who deal with smaller customers. A major business in this category is Cimco Communications Inc., based in Oakbrook Terrace, Ill.

Cimco is a competitive carrier that buys phone service at wholesale and resells it at retail to its customers. Its core business is providing expertise to manage its customers' telecommunications, said Bill Capraro Jr., Cimco's chief executive.

Because Capraro's greatest fear is providing a customer with a service that doesn't work, he's been conservative about embracing new technology, especially DSL.

"Early on we decided that DSL, by itself, wasn't a good solution for Internet access, and we haven't sold that for six to eight months," said Capraro. "But voice-over-DSL, now that's a different scenario. I'm a believer in that."

Capraro was won over by the new technology after extensive testing. For more than a year at some 50 locations, Cimco has been working with customers to test voice-over-DSL supplied by Focal. The customers knew this was new technology that might have glitches, so they avoided using it for vital phone service.

Typical of the testers is market researcher Kevin Smith of Smith Research Inc. Instead of using voice-over-DSL at his company's Deerfield, Ill., headquarters, Smith opted to put it into his satellite office in downtown Chicago.

"We're willing to accept some risks to be the first kids on the block with something new, but I don't want to put our clients at risk," he said. "If we lost phone service for a few hours in our Chicago office, we wouldn't be out of business, but if we lost it in Deerfield, we would be."

After about a year of testing, Smith finds the service very stable and now is looking at using voice-over-DSL for some phone service in Deerfield, although he plans to keep some traditional circuit lines as a backup.

Cimco's Capraro said that considerable test experience has convinced him that the voice-over-DSL technology is both high quality and reliable.

"All technical aspects have passed our tests with flying colors," he said. "We're very confident this product works. But I don't know yet how the product will fit into the market."

For an end user, the point of boosting copper line capacity and using fewer lines is saving money, and voice-over-DSL will clearly do that for some customers, but just how broad its reach will be isn't clear to Capraro.

Larger customers with lots of phone lines and computers can buy traditional service at volume discounts and may not save much with voice-over-DSL, he said. Smaller customers may save money with it, but if their businesses aren't in areas where Focal or others can reach them with DSL service, it won't do much good.

Ameritech, which owns most of the copper lines between customer premises and central offices, has upgraded its network to increase the reach of DSL technology. But Ameritech also has balked at sharing its new DSL technology with rivals such as Focal. Rather than comply with orders by the Illinois Commerce Commission to share DSL technology, Ameritech has chosen to not deploy it.

Since many price benefits offered by voice-over-DSL come at the expense of Ameritech's existing service, the company understandably is reluctant to help its rivals steal some of its most lucrative business.

In fact, if voice-over-DSL became widely used, dominant carriers like Ameritech would see earnings fall, predicts Will Gordon, a vice president with Adventis, a Boston-based information technology consultancy.

"It's a wonderful tool for an Internet service provider," said Gordon. "You offer a customer phone service and high-speed Internet all on one line. But it's a real threat to the incumbent phone company because some of their best profits in residential service come from providing second and third lines. If that starts to go away, it will hurt them."

Since last year's dot-com market meltdown, financial markets have turned off the cash supply needed by rival phone companies to keep expanding. Some observers believe the Bell companies are counting on the cash crunch to flatten their competitors.

"The investment community has turned its back on the competitive carriers," said Robert Rosenberg, president of Insight Research Corp., a telecommunications consultant based in Parsippany, N.J. "There's a real question now how many can survive. The monopoly carriers will do whatever they can to keep competitors from getting access to DSL lines."

But despite the difficulties facing voice-over-DSL, there's little doubt that it can be a boon to customers with the right needs who are located where they can get it. This often means in places of high business concentration like downtown Chicago, Oak Brook and the area around O'Hare International Airport, where Focal and other competitive carriers can reach customers without using Ameritech's lines.

Henry Schlessinger, a vice president of System Parking, has ordered voice-over-DSL for 66 locations where a single line will provide data and voice service to parking attendants, replacing two lines.

Schlessinger, who had been using DSL data service from a provider that went bankrupt, said that by dropping his phone-line charges, the new service will be almost as cheap as what he had been getting.

"I had a three-year contract for a very attractive rate before," he said. "But that doesn't do much good when the company is out of business."

Another business that's been testing voice-over-DSL is Prime Appraisal in Chicago. Chris Crowley, a partner in the firm, said that going to a single provider for voice and data is saving him a lot of money.

"We were concerned that for the price, it would be a low-end service," said Crowley. "But their installation was quick and trouble-free, and the voice sounds as good as if it came through AT&T or Ameritech, so we're dumping our other carrier."
